HRD: Human Resources Development Convention, ILO 142, 1975 (entered into force 1977)

This ILO Convention requires states to adopt and develop comprehensive vocational guidance and vocational training policies and programmes, closely linked with employment, in particular through public employment services. They are expected to gradually extend their systems of vocational guidance ensuring comprehensive information is available to people throughout the life cycle, and to all people with disabilities. The policies and programmes should encourage and enable everyone to develop their capabilities fully, on an equal basis and without discrimination. The Convention is supervised by the ILO.
